The odd flora and fauna in Australia are the descendants of a failed alien colony placed here by a technology that is FTL but unmoored in time so that the return is unintentionally millions of years later. The "Leaping largely" line is a translation of a message sent by the alien craft back to what it thought was its active colony, received instead by humans. I can remember lots more details. The human villain was named "Harms." The protagonist is a schlemiel who nonetheless is a "grandmaster" who has amazing powers of intiutive connection.
