kids learn to be more than us - looking for title

I'm looking for the title and author of a short story which begins with some news stories about children raised by wolves or monkeys who turn out like their adoptive parents, less than fully human. A group decides that perhaps children could be more than 'human' if they were raised other than by normal parenting methods. They adopt very intelligent but unwanted children and bring them to a place where everyone lives together 'commune' style and the children flourish. The story is written from the viewpoint of the brother of one of the female doctors who is raising the children. As the children get more skilled, the government gets upset and attempts to destroy them, but the children are able to move their site an instant into the future so they are safe.
