story with England as a theme park?

I'm looking for a title/author of a short story about a time when all of England turns itself into a theme park to survive economically.
Maybe Asimov or Clarke?

But now I am REALLY intrigued since I read the short story in the late 70's, well before Mr. Barnes' short-listed for the Booker prize full length version.

I don't think it's the one you are looking for, but I recommend Robert Silverberg's Sailing to Byzantium if you liked that concept.
