I do not know if Sir Arthur receives visitors. I do know he is one of Sri Lankas most famous citizens. My advice is to search the web -- if his e-mail address is not there, then it is because he does not want it to be there. I do know that he sends letters to Locus fairly regularly, and so you might ask them how he feels about visiting fans. www.locusmag.com
