Youn Suu is a young Explorer with a birthmark on her left cheek who has been infested with spores of the superintelligent but rather sinister Balrog, a hive mind. Festina Ramos, Youn Suu, her partner Tut, and two irritating Technocracy diplomats, head off for the planet Muta. It seems that the Unity's recent attempt to colonize that planet has ended in disaster -- all of the colonists have disappeared, with only a brief SOS. It turns out that two previous groups of aliens on the planet also disappeared: the Greenstriders, and more ominously, the Fuentes.

There must be more to life than this, thinks Philemon Abu Dhubhai, and his friends agree. Stuck in dead-end careers as teachers in a second rate sorcery school, they amuse themselves by drinking and brawling in local taverns -- that is, until someone assassinates a student and they are launched upon a Quest that will bring them up against criminal gangs, extraterrestrials, necromancers, biological warfare, and the amorous demands of Gretchen Kinnderboom.

It's the 25th century and most humans have gone to the stars, leaving a small remnant population on Earth who live in relatively backwardness among the ruins of "Old-Tech." Fullin lives in one of the oddest corners of this world, Tober Cove, a remote East Coast fishing town. And in Tober Cove every child switches genders each year until the age of 20. Fullin is 20 years old. Tomorrow, he must choose which gender he will remain for the rest of his life.

Edward York and his dead sister Samantha were illegal clones. She (with Edward along as bodyguard) was sent to the planet Troyen to improve relations among the world's races but was killed along with their High Queen. 20 years later, Edward is evacuated to Celestia, a human colony accepting millions of refugees at the start of a war. But as soon as the ship leaves the system, everyone on board is killed, except Edward.

The novel explores the volatile mixture created when a self-serving bureaucracy makes expendable people for its own ends. Steven felt Gardner was particularly good at evoking emotions.
